NOTICE OF PREFERRED ALTERNATIVE

The New York State Department of Transportation has identified a preferred alternative, has submitted the Final Design Report/Environmental Assessment with a recommendation that a Finding of No Significant Impact be made to the Federal Highway Administration for approval and intends to approve this alternative under the authority granted by the Federal Highway Administration in accordance with Section 117 of Title 23, United States Code.

The preferred alternative, Alternative 5B, is to construct a new bridge to carry County Route 98 over the Great Sacandaga Lake on a parallel alignment south of the existing bridge. The proposed roadway realignment/reconstruction will begin approximately 625 feet west of Wessels Road and tie into the existing roadway alignment 575 feet east of the intersection with South Shore Road. The existing Y-Type intersection of CR 98 with South Shore Road will be reconstructed as a T-Type intersection. The preferred alternative has a center span vertical clearance under the bridge of 42 feet over the base lake elevation of 768 feet above sea level. The proposed typical bridge section will consist of two 11 foot wide travel lanes, two 5 foot wide shoulders, and a 5 foot wide raised concrete sidewalk with curb on the north side of the bridge. Traffic will be maintained on the existing bridge for the duration of construction. Demolition of the existing bridge will be performed after the new structure is complete and open to traffic.

This alternative has been selected because the other feasible alternative requires three additional residential acquisitions without providing any tangible benefit over the preferred alternative. Although the preferred alternative affects a small amount of town park/beach property, this impact is minimal and is located in an unusable section of the park. The proposed vertical clearance of 42 feet at mid span is an intermediate height developed in response to the inability to reach consensus and in an effort to balance the needs of all users of the bridge and the lake. The preferred alternative location and height has been endorsed by the Town of Edinburg and County of Saratoga.
